Population and Housing

One of the main functions of the Local Development Plan (LDP) is to ensure that there is sufficient land available in the county borough to provide for all the of the services required by its residents, so the future population level for which provision has to be made is a key element of the plan.

The most basic and important requirement of residents is a home, and land for housing is one of the most significant land uses that has to be allocated in the LDP. The issues of population and housing are thus both fundamental to the Plan. Background Paper 6 – Population and Housing provides information on the issues of population and housing within the county borough.

Joint Housing Land Availability Study

Under the provisions of Technical Advice Note (TAN) 1, each Local Authority in Wales is required to prepare a Joint Housing Land Availability Study to ensure that sufficient land is genuinely available, or will become available, to provide a five-year supply of land for housing. The purpose of the study is to monitor the availability of land for general housing provision, to provide an agreed statement of residential land availability for development planning and control purposes, and to highlight the need for action in situations where an insufficient supply is identified.

The current report presents the findings for the area at a base date of 1 April 2007 report.

Local Housing Market Assessment

Fordham Research were commissioned to conduct a Local Housing Market Assessment (LHMA) for the Caerphilly county borough. The evidence provided in the study is required to inform appropriate policy responses to housing need and demand. The LHMA intends to enable a better understanding of the local housing market, the key drivers of local housing demand and supply and the level of affordable housing need within the county borough. It forms a key part of the robust evidence base to inform the development of housing and planning policies.

Affordable Housing Delivery Statement

The Affordable Housing Delivery Statement (AHDS) provides a declaration of the measures the local authority seeks to implement to increase the supply of affordable housing in the county borough.
