Local Development Plan - the process

Candidate Sites

As part of the early stages of plan preparation, the council invited all landowners with an interest in the county borough to submit details of their land for consideration for inclusion in the Caerphilly Local Development Plan. These sites are referred to as candidate sites. The submission of candidate sites for consideration by the Council does not imply that the site is suitable or otherwise for development. Candidate sites have undergone stringent assessment procedures to determine their suitability for further consideration as part of the LDP process.

The suitability of candidate sites for further consideration is established through the application of a site assessment procedure, the outcome of which is displayed at the ward level. The ward level candidate site register details all the sites submitted prior to 22 December 2006 that have been assessed as part of this process. The summary proformas advise whether the sites will be given further consideration for inclusion in the Local Development Plan and whether they are in accordance with the different strategy options presented.

  • In May 2007 it was resolved that in order to ensure sufficient time was available to adequately assess sites for inclusion within the Deposit LDP it was necessary to impose a deadline of 30 May 2007 as the last date for the submission of candidate sites. The 35 additional sites submitted between 22nd December 2006 and 30 May 2007 are included in a separate volume of the candidate sites register below.

In order to ensure that land identified in the Local Development Plan is capable of development and can contribute to the delivery of the Development Strategy, candidate sites have undergone stringent assessments to determine their suitability for further consideration as part of the LDP process. The assessment procedure is outlined in the Site Assessment Methodology Background Paper.
